Mattos and Nullifying Vows

In the parsha of Mattos we have the mitzvah of hafaras nedarim. If one made a neder and soon afterwards realizes that it was a mistake to take upon himself such a vow, he goes to the chacham who will nullify it for him. The procedure takes place when the vower states that had he known at the onset that he would undergo such difficulty in trying to fulfill his neder  he never would have vowed to begin with. With this sincere loophole of regret,  the chacham uproots his vow retroactively.
